General
The British High Commission is looking to recruit a new Community Liaison Officer (CLO) to work alongside our current CLOs. This will be a part-time position and the successful candidate will be required to work 25 hours per week. The successful recruit will be based in the High Commission’s Management Section at Dangote House.
Background
The CLO(s) act as advocates for and provide support to UK based staff and families and community issues, primarily on the areas of information gathering, welfare and communication.
They are located within the Management team in the British High Commission but serve UK staff families across the mission and include support to DFID and UKBA staff.
Reporting and Line Management
The CLO(s) report to the Head of Corporate Services, British High Commission. The countersigning Officer is the Human Resources Manager, DFID.
Key Objectives
Information Gathering for families, partners and officers (including those not yet at post), primarily on spouse/partner employment at post; child and adult education; care and training opportunities: single officer and foreign born spouses issues; recreational facilities; social matters and completion of DSFA and ECA post returns, updating Post Welcome Pack and DSFA Country Box, co-ordinating of Post Report and DFID Country Notes. Liaise and network with other mission’s CLOs and local Expat group/organisations. (38%)
Welfare at Post and Staff Morale, including welcoming single officers, couples, families and staff on temporary duty to ensure a smooth integration into the life of the post community; following up to check that the setting-in process is working; being source of referral and support where questions, problems and difficulties arise and providing short post community induction briefing. Help organise social events. (40%)
Advocate for UK based staff and dependants in addressing issues of importance with post, including as their representative on post Management Committee, evacuation/contingency planning and housing committees, and as the chief link between post and DSFA in London (5%)
Communicating effectively on community and social matters within the post to both UK and local staff (15%)
Resource Management of book and video clubs and Imprest (2%)
Personal Objectives
Social projects duties undertaken by the course of the year that fall outside of key objectives. (5%)
Qualities needed
The CLOs need to be approachable and sympathetic, be a good listener, discreet and able to respect confidences. The CLOs are not expected to be an expert in problem solving, stress management or occupational and mental health. However, the CLOs will often be the first person at Post to hear of a problem and should be prepared to listen.
Skills required
No specific skills are needed over and above the general qualities outlined above. However, the CLOs should become familiar with the Firecrest computer system, which uses Microsoft Word, Excel, Access, PowerPoint and Publisher as well as Outlook email.
This is a part-time position for which exact working hours can be agreed. Normal office opening hours are 8am – 4pm, Monday – Thursday and 8am – 1pm on Friday. The job will be graded LE III part-time with a monthly starting salary of N150, 545.94 including allowances. Successful candidates who are not liable to pay Nigerian tax will be subject to a 10% notional tax deduction on the basic salary. The salary will be paid in Naira. Some flexibility in the hours worked will be required, particularly when new staff arrive at post.
